The director of the Rancho Seco nuclear power plant told a public hearing that the nuclear facility, closed since 1985, is subject to higher safety standards than any other nuclear plant in the nation. Rancho Seco, outside Sacramento, has been idle since an over-cooling accident three years ago, and a restart of the plant has been delayed in recent months by equipment failures and operator errors during tests. “We’re under a 5,000-power magnifying glass,” said Carl Andognini, nuclear director for the Sacramento Municipal Utility District. “Do errors occur at other nuclear plants? Certainly they do. The problem is we’re an open book.”
