A Corning man surrendered to Butte County authorities to face 27 felony counts of child pornography. David Harter, 43, was released without bail by Oroville Municipal Judge Jerome Warren pending arraignment. Harter, a former real estate agent in Oroville, is suspected of making allegedly pornographic films using models under age 18. His former residence in Oroville was raided last March by investigators. Dist. Atty. Mike Ramsey said it took so long to file charges because investigators had to examine 300 films. Ramsey also said investigators received information from an unidentified former partner in Harter’s company who gave testimony in exchange for immunity.
