Bail for Craig Peyer, a former California Highway Patrol officer accused of killing a 20-year-old San Diego State student, was reduced to $250,000 from $1 million after a judge rejected prosecution arguments that Peyer should be jailed pending a second trial because he is a danger to the community. San Diego Superior Court Judge Richard D. Huffman, who presided over the first trial that ended last week with the jury deadlocked 7 to 5 for conviction, said he will preside over Peyer’s second trial and set April 18 for jury selection. Peyer, 37, is charged with killing student Cara Knott on Dec. 27, 1986. He was arrested on Jan. 15, 1987, and has been free on $1-million bail since March 4, 1987.
