The board of Turner Broadcasting System approved a start of its new Turner Network Television on Oct. 3. The so-called TNT programming, designed to be carried on cable television systems, initially will rely heavily on the MGM film library owned by Atlanta-based Turner. However, Chairman R. E. (Ted) Turner said that TNT will develop “new, top-quality, original programming” and “target” major sports and special events. The service will be free to cable operators in 1988, but will charge fees based on numbers of cable subscribers thereafter.
