San Francisco’s 23,000 city workers have hammered out their own plan for trimming the city’s $172.4-million deficit, without relying on the across-the-board wage freezes proposed by Mayor Art Agnos. Union leaders said they will outline the plan tonight to the Board of Supervisors in hopes of putting it on the June 2 ballot. Although they declined to elaborate on the plan before the meeting, union representatives criticized the proposed wage freeze by saying it would drive away skilled workers who they say already are underpaid in the city. The wage freeze, which also must win approval by supervisors to become a ballot measure, would save the city about $40 million, Agnos estimated.
