Local News in Brief : Countywide : County Maneuvers to Avoid Gann Limit

The Board of Supervisors has voted to merge the finances of the county Harbors, Beaches and Parks District into the county government’s general fund in a maneuver aimed at avoiding the Gann spending limit.

County auditors warned that the government could reach its legal spending limit this year if preventive measures are not taken. If the government reached that limit, imposed by voters statewide in 1979, it might have to refund money to taxpayers or ask voters to temporarily raise the limit.

By merging the revenues of the lucrative Harbors, Beaches and Parks District into the county general fund, however, county officials figure that they will be able to stay under the spending limit for three to five years.

The decision to merge the district into the general fund was prompted by a special bill passed by the Legislature last year.

County officials said there would be no change in the operation of the district because of the merger.
