A fire that destroyed an oil processing plant in Fullerton may have been ignited by workers using welding equipment to repair an oil tank, fire investigators said. Seven above-ground Unocal storage tanks holding a total of 168,000 gallons of crude oil were consumed, company officials said. Fire officials gave a preliminary damage estimate of $800,000. No injuries were reported. State and local health authorities said there appeared to be no threat that toxic materials were released.
