Monterey Park : Council to Appeal Ruling
The City Council has voted 4 to 0 to appeal a decision by a Los Angeles County Superior Court judge who ruled last month that the council overstepped its authority when it replaced the library board with a less powerful advisory panel.
Judge Ricardo A. Torres had ordered the council to reinstate the board.
On a 3-2 vote last October, the council disbanded the library board and created an advisory board in an attempt to gain more control over the finances and operations of the library.
Councilwoman Judy Chu, whose husband, Michael Eng, was president of the ousted board, did not participate in the discussion about the appeal or vote on the matter.
