San Francisco supervisors have given initial approval to a ban on the distribution of free cigarettes in public areas. The ban, approved on an 8-3 vote and due for final action next week, would prohibit tobacco companies from handing out cigarette samples. Under the measure by Supervisor Wendy Nelder, firms could be fined $1,000 for each pack of illegally distributed cigarettes.
