Rolling Hills Estates City Councilwoman Nell Mirels has been elected by Los Angeles County mayors to a one-year term on the Los Angeles County Local Agency Formation Commission, which rules on all proposed incorporations and annexations to cities, as well as special taxing districts that perform specific services, such as sanitation or fire suppression. She has been an alternate on the commission for four years.

Mirels, 58, a member of the council for 16 years and a planning commissioner before that, has served on several regional and state organizations, including the Los Angeles County Sanitation Districts and Southern California Assn. of Governments. She is past president of the California Contract Cities Assn. and the Los Angeles County division of the League of California Cities.

Mirels said she is the only member of the seven-member commission from the South Bay.
