The British government, in an attempt to curb the violence that has forced the country out of international soccer, will require fans to carry identity cards.

All fans will be required to have the computer-scannable passes from the start of the 1989-90 season. The decision was announced by Sports Minister Colin Moynihan after a meeting with Prime Minister Margaret Thatcher and soccer officials.

Moynihan said England’s participation in the 1990 World Cup in Italy is in jeopardy unless hooliganism is wiped out.

“We particularly deplored the behavior of so-called supporters of the England team in West Germany during the European Championships,” he said. “What we are saying is that if we can’t tackle the problems that have beset English football, there must be a question mark over England’s participation in the World Cup.”
