**JEFFREY OSBORNE. “One Love--One Dream.” A&M.; Gritty, warm and expressive, Osborne’s voice is one of the best in R&B.; The problem is, he doesn’t sing much R&B; any more. Instead he favors pop-oriented material that’s better than the featherweight fare that, say, Rick Astley records, but that still underutilizes Osborne’s abilities. Osborne’s last hit single was 1986’s “You Should Be Mine (The Woo Woo Song),” a record with a silly title and soul to spare. This album doesn’t sport anything quite so seductively soulful, although “The Family,” a celebration of home, hearth and all things traditional, and “La Cuenta, Por Favor,” in which Osborne tosses back margaritas in a Mexican restaurant while planning a Rio vacation, are fine tunes.
