Leonard A. Overhouse, 78, a retired captain of the California Highway Patrol who headed the CHP training academy in Sacramento at a time when the force expanded from 1,400 officers to more than 6,000. Overhouse, who retired in 1968 after 31 years service, had been an area commander in Los Angeles County before going to Sacramento as a captain in 1954 to supervise the new training academy. He also helped design the uniform for the patrol at the 1960 winter Olympic Games at Squaw Valley, a uniform still in use today. In Sacramento on Wednesday.
