Thomas H. MacManus has been appointed vice president/chief appraiser of Universal Savings Bank. He joined the Orange-based savings and loan in March to manage the appraisal department. MacManus previously was vice president and chief appraiser for Encino Savings & Loan. Before that he was regional residential manager of Citadel Appraisal Services, a subsidiary of Fidelity Savings & Loan.
