A Bolsa Chica Planning Coalition will be formed Monday at a meeting of the Huntington Beach City Council. The coalition will be charged with developing an alternative land-use plan for the wetlands property, where a marina and 5,700 homes are proposed. Environmentalists and others have taken issue with the current county plan, which includes provisions for a navigable ocean channel.
