Local News in Brief : Interim Clerk to Be Appointed
Rather than spend $100,000 to hold a special election, the Torrance City Council has decided to fill the vacant city clerk’s post by appointment.
The council voted 6 to 1 this week to appoint a replacement to serve out the 16 months remaining in City Clerk Donald E. Wilson’s term. Wilson retired last week because of poor health.

The deadline to apply for appointment as Torrance city clerk is Wednesday. An item in The Times on Friday gave an incorrect date.
Applicants have until Dec. 10 to submit an application to the City Council. They must live in Torrance and should have clerical experience.
Councilman Bill Applegate, who cast the only “no” vote, said the person who is appointed city clerk will have an unfair advantage in the March, 1990, election. He asked that the appointee be barred from seeking the post then.
Other council members said it would be unfair to prevent a qualified person from running.
Deputy City Clerk Dora Hong, who does not qualify for appointment because she does not live in Torrance, said the appointee should have some understanding of computerized data management systems.
She said she would recommend a person in a private management position, because the city’s computer management system is similar to systems used by many companies.
