Pasadena : PRIDE Initiative on Ballot

The Board of Directors this week placed the growth limit initiative sponsored by Pasadena Residents in Defense of their Environment (PRIDE) on the March 7 ballot to join its own rival interim growth measure.

The proposition receiving the most votes will prevail if both measures pass. Normally, if two similar propositions pass, the non-conflicting provisions of the measure that trails in the vote are also enacted. But the city measure declares that the rival growth-limit proposals are inconsistent in their entirety and that only one can take effect.

The PRIDE initiative would impose growth limits through 1999. The city measure is an interim growth plan that would be in effect only until June 30, 1992, or until voters enact a permanent ordinance or reject one at two elections. In addition to placing the measures on the ballot, the Pasadena Board of Directors is planning to enact its interim growth proposal by ordinance so that it can take effect before the election. A public hearing on the ordinance will be held Dec. 12.
