The State : U.S. Accuses Fresno Schools

A federal investigation has found that the Fresno Unified School District discriminated against minority youngsters when it recruited pupils for a magnet school in north Fresno. But the federal Office of Civil Rights said the district has plans to comply with the law and integrate the Bullard Project TALENT school. “The school is imbalanced and we’re going to change that,” said Supt. Glen Rathwick. John Santoya, founder of the Fresno-based Parents Rights Union, filed a discrimination complaint against the school in August. In 1987-88, the 500-student school, which features special instruction in the arts and humanities, had an enrollment of 79% white pupils and 21% minority students. Enrollment districtwide is 60% minority and 40% white.
