Push Issues, City Leaders Urged

BOSTON —
Gov. Michael S. Dukakis today urged leaders of the nation’s cities to keep the municipal issues that were raised during the 1988 presidential campaign before the incoming Bush Administration.
Homelessness and potential cuts in Medicare and Medicaid funding were among the issues Dukakis cited in a speech to 5,000 delegates to the 65th Congress of the National League of Cities, which formally opened today.
