Assemblyman Patrick Johnston (D-Stockton), who chairs the Assembly Finance and Insurance Committee, said he is sending letters to chief executives of the largest insurance companies in California asking that they voluntarily freeze their premiums “as a sign of good faith.” The letters were co-signed by Assembly Speaker Willie Brown (D-San Francisco). Johnson and Brown said they are concerned that insurers might try to boost rates under a loophole created by the California Supreme Court’s decision to temporarily stay portions of Proposition 103. A separate letter sent by Johnson to state Insurance Commissioner Roxani Gillespie asks that Gillespie use her authority to halt any rate increases attempted by insurers.
