Assemblyman Richard Katz (D-Sylmar), the chairman of the Assembly Transportation Committee, announced that he is forming an exploratory committee for a possible run for the Democratic nomination for lieutenant governor in 1990. A five-term Assembly veteran, Katz, 38, made it clear, however, that he would not challenge incumbent Democratic Lt. Gov. Leo T. McCarthy if McCarthy decides to seek a third term next year.
