Four offers have been made to buy the Dallas Cowboys and two more--including one by Lakers owner Jerry Buss--are expected to join the bidding for the National Football League team, a key person involved in the negotiations said.

Jack Veatch, managing director of the Dallas office of Salomon Bros., which is helping to line up prospective buyers, said Wednesday that H. R. (Bum) Bright has received four written offers for the team and the Texas Stadium lease.

Veatch said he expects the sale to take place soon and thinks it is probable that the new owner will be known in late March before the NFL owners meet in Palm Springs.

The Fort Worth Star-Telegram reported today that two of the people known to have made offers are Cowboys minority owner Ed Smith Jr. and Dallas Mavericks owner Donald Carter.

A source told the newspaper that Jerry Jones, the president of Arkoma Exploration in Little Rock, Ark., also has made an offer. The fourth person has not been identified.

Additional bids are reportedly expected from an unidentified Japanese businessman and Buss, who has recently voiced his intention to buy another sports franchise.

Veatch said he expects to receive an offer from the Japanese businessman before the end of the month. Buss has told Veatch he also intends to submit an offer.

“I have been led to believe that Dr. Buss will have the strongest offer of those made so far,” said Veatch, who added that a new owner should be in place before the 1989 season.

Bright reportedly is asking for $180 million--$100 million for the team, $60 million for the stadium lease and another $20 million to resolve the team’s debt and deferred compensation.
