Haiti’s president, Lt. Gen. Prosper Avril, has reshuffled his Cabinet for the first time since he seized power in a coup last September, independent Radio Haiti-Inter reported. Col. Acedius Saint Louis was named defense and interior minister, and Augustin Romain Ceme was named justice minister, the report said. Saint Louis was information minister under Lt. Gen. Henri Namphy, who was ousted in the Sept. 17 coup. Saint Louis had been denounced as repressive and was removed from office following the overthrow of Namphy’s dictatorship.
