District of Columbia Mayor Marion Barry, after receiving a Senate scolding for not having a master plan to fight the city’s drug-related violence, announced a $102-million plan to combat the problem. Sen. Pete V. Domenici (R-N.M.) chastised Barry for appearing before the appropriations subcommittee on the District of Columbia with only “talk” about winning the war on drugs. Barry later told reporters he did have a plan and had sent it to federal anti-drug director William J. Bennett last Friday. He said he had withheld it from the subcommittee because he did not want to preempt an announcement by Bennett. Barry said he asked Bennett to find federal prison space for 2,000 district inmates and to provide $102 million in federal funds to increase the city’s police force.
