Gov. George Deukmejian appointed Henry J. Voss of Ceres director of the state Department of Food and Agriculture, a cabinet level position that pays $91,054 a year. A Republican, Voss, 56, has served as president of the California Farm Bureau Federation since 1982. He replaces Jack Parnell, who was appointed deputy U.S. secretary of agriculture by President Bush. Voss also has been a farmer in the Ceres area for more than 30 years. In 1986, he was appointed by President Ronald Reagan to the National Commission on Agriculture and Rural Development. The appointment requires state Senate confirmation.
