Bill Limiting Building Near Dumps Advances
By a 23-3 margin, the state Senate on Thursday approved and sent to the Assembly legislation to place some limits on the construction of new homes, schools and hospitals within 2,000 feet of garbage dumps in the San Fernando Valley area.
At present, there are no restrictions on how close to a landfill homes can be built. But under the bill by Sen. Alan Robbins (D-Tarzana), the city of Los Angeles or Los Angeles County would be required to hold a hearing to determine that noise, traffic, odor or other nuisances could be reduced.
Los Angeles City Councilman Hal Bernson, who supported the measure, has argued that several residential developments were located too close to landfills, jeopardizing the health and safety of residents.
