Fines totaling more than $500,000 were levied against employers hiring illegal aliens in the the Immigration and Naturalization Service’s western region during May, including a record $183,200 penalty against a Northern California medical center, officials said. The penalty against Seton Health Service Foundation Corp. of Daly City, which is affiliated with the 357-bed Seton Medical Center, is the largest ever against an employer in the western region, INS officials said. In addition to California, the region includes Arizona, Hawaii, Nevada and Guam. Larry Arnold, an attorney representing Seton Health, said the fine was “being investigated” but refused to comment on whether it would be appealed.
