Bottle Deposits
I recently spent a week in Michigan, visiting relatives. During that time I was made aware that Michigan has a recycling law. A deposit of 10 cents is paid on aluminum cans and 20 cents on large plastic bottles. Their highways are much freer of litter than those of California.
Maybe we are being unrealistic in expecting a 1-cent deposit to be strong enough incentive for buyers of these cans and bottles to return them.
Whatever happened to the California that used to lead the nation in intelligently attacking social problems?
