Floor Action: Animal Testing: Rejected on a 29-36 vote a bill (AB 2461) by Assemblyman Jack O’Connell (D-Carpinteria) to prohibit the use of animals for testing household products and cosmetics. Reconsideration granted. Committee Action: Auto Body Parts: The Ways and Means Committee approved a bill (AB 1120) by Assemblyman Rusty Areias (D-Los Banos) to require auto body shops to disclose the type of parts that will be used to repair damaged motor vehicles to prevent consumers from being gouged. A 23-0 vote sent the bill to the Assembly floor. Liquor Licenses: The Ways and Means Committee rejected a bill (AB 1450) by Assemblyman Richard Katz (D-Sylmar) to allow law enforcement officers to seize liquor licenses of liquor store and bar owners who sell illegal drugs or allow them to be sold on the premises. An 8-11 vote was cast. Reconsideration requested. Senate Floor Action: Urban Restoration: Passed and sent to the Assembly on a 21-10 vote a bill (SB 267) by Sen. Wadie Deddeh (D-Bonita) to create a state Urban Services and Restoration Corps. Young people from gang-prone areas would be recruited by the organization to improve the appearance of run-down neighborhoods. Olympic Training Center: Passed and sent to the Assembly on a 28-4 vote a bill (SB 1403) by Sen. Bill Campbell (R-Hacienda Heights) to provide $15 million in state loan support for California’s first Olympic training center to be located in San Diego County. The money would come from the sale of special Olympic license plates. Committee Action: Legislative Pay: The Appropriations Committee approved a bill (SB 979) by Sen. Bob Beverly (R-Manhattan Beach) to increase legislative pay from $40,816 to $44,898 after the 1990 general election. A 10-0 vote sent the bill to the Senate floor. Unemployment Insurance Benefits: The Appropriations Committee approved a bill (SB 600) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to increase maximum unemployment insurance benefits from $166 to $241 a week. A 10-0 vote sent the bill to the Senate floor. Telephone Calls: The Appropriations Committee approved a bill (SB 10) by Sen. Bill Lockyer (D-Hayward) to require state agencies to answer incoming telephone calls within 10 rings during regular business hours, unless the agencies are understaffed or this procedure would require overtime or compensatory time off. A 7-2 vote sent the bill to the Senate floor. Fire Extinguisher Systems: The Appropriations Committee approved a bill (SB 323) by Sen. Art Torres (D-Los Angeles) to require high-rise buildings without complete automatic fire extinguisher systems that meet specified requirements to install them by Oct. 1, 1995. A 10-0 vote sent the bill to the Senate floor. Toxic Waste Dump: The Appropriations Committee rejected a bill (SB 517) by Sen. Gary K. Hart (D-Santa Barbara) calling for the closure of the Casmalia toxic waste dump in Santa Barbara County. The vote was 3 to 6, with seven yes votes required for approval. AIDS Testing: The Appropriations Committee approved a bill (SB 38) by Sen. John Doolittle (R-Citrus Heights) that would require AIDS testing of new inmates entering the state prison system. A 10-0 vote sent the bill to the Senate floor. Health Insurance: The Appropriations Committee approved a bill (SB 6) by Sen. Alan Robbins (D-Tarzana) to set up a nonprofit pool to provide catastrophic health insurance protection for Californians who can’t get it now. A 9-0 vote sent the bill to the Senate floor.
