Setback for Reservoir Plan

A proposal by the city of Los Angeles to cover 10 drinking-water reservoirs received a major setback this week when the Assembly approved a bill that would prohibit health officials from covering or draining any of them unless no “technically feasible” alternative can be found. Pacific Palisades residents who live near the Santa Ynez reservoir, above, have been fighting the Department of Water and Power plan, saying that the cover would attract vandals and create an eyesore. DWP officials say that it is necessary to keep animal waste, trash and cancer-causing chemicals out of the water supply.
