President Bush’s nomination of his chief political fund-raiser to be ambassador to Luxembourg is in deep trouble because of his involvement in the Housing and Urban Development scandal, Senate Republican leader Bob Dole said. If Frederick M. Bush, who is no relation to the President, goes to Luxembourg, “it may just be as a visitor,” Dole said. Frederick Bush’s lobbying firm reaped hundreds of thousands of dollars in 1986 and 1987 for HUD projects in Puerto Rico. He acknowledged that he had contacted political appointees at HUD but said he did not feel that he had “political influence” with them. Dole, interviewed on CBS’ “Face the Nation,” said he would support the President on the nomination but did not expect any quick approval.
