The Flag Is Up: Authorities in Venice, Italy, gave the go-ahead Thursday for a floating-stage concert by British rock band Pink Floyd after organizers promised to hold down the noise. City authorities had feared that vibrations from the heavily amplified music might damage foundations and fans might deface walls or tear down railings. Saturday’s concert is expected to attract 100,000 people and will be televised live throughout Europe.
