The Hanford City Council has agreed to a settlement that will allow GWF Power Systems to build a coal-fired cogeneration plant in the city. The agreement ended a bitter legal battle that began last December when the City Council imposed a ban on coal burning which effectively overturned its March, 1988, approval of the GWF plant. City officials said the prospect of huge legal bills to continue the fight against the plant forced them into the settlement, which will allow construction and operation of the cogeneration plant. The settlement does not affect the status of an appeal to stop the project filed by environmental groups who fear the burning of coal will increase air pollution in the city.
