U.S. Strategy for Nuclear Response

Toth left out the greatest threat our country faces: if (Soviet President Mikhail S.) Gorbachev prevails and gets his military to accept a unilateral end to the arms race, how will our economy survive? It can be done, but would require even greater planning than merely drawing up a new nuclear strategy.
