Rules Formulated for Police Review Panel

City Manager John Lockwood has issued rules and regulations governing the new Citizens’ Review Board on Police Practices, clearing the way for the new panel to begin reviewing Police Department investigations of citizen complaints.

The 13-page document, issued July 26, was drafted after negotiations with the San Diego Police Officers Assn. and included suggestions from other agencies, including the Citizens Advisory Board on Police Community Relations.

The 20-member review board, appointed by Lockwood in April, has been receiving training and conducting practice reviews, said Assistant City Manager Jack McGrory.

Establishment of the panel was approved by voters in November. The proposal narrowly defeated a competing plan authored by the Charter Review Commission for a tougher review board whose members would have had subpoena powers.
