A draft agreement to return the Raiders to the Oakland Coliseum may be ready to send to the Los Angeles-based football team by Monday, Alameda County Supervisor Don Perata said. “After the Raiders review the negotiated agreement in this draft form, we’ll be better able to see where we’re going,” he said. The Raiders’ lease with the Los Angeles Memorial Coliseum expires after the 1991 season. Oakland, however, still faces competition for the NFL team from Los Angeles, the San Gabriel Valley city of Irwindale and Sacramento. Perata said the agreement being worked out contains the same concepts included in a proposal sent to the Raiders July 17. He said last week that the Raiders approved the “framework” of that proposal. That offer featured a $32-million franchise fee and up to $50 million in stadium modifications.
