Cortese (D-San Jose) urging Congress to enact legislation setting a national time schedule for uniform closing of the polls in presidential elections no earlier than 8 p.m. China Turmoil: Passed and sent to the Senate on a voice vote a resolution (ACR 83) by Assemblyman Tom Hayden (D-Santa Monica) asking California public and private colleges to grant appropriate assistance to Chinese students who have been studying here and who fear returning home because of the danger and repression related to the Tian An Men Square massacre in Beijing. Committee Action: Legislative Spending: The Rules Committee approved a bill (SB 1530) and a resolution (SCR 41) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to expand requirements for the public reporting and auditing of legislative spending. A pair of 5-0 votes sent the legislation to the Assembly floor. Labor Contracts: The Labor and Employment Committee approved a bill (SB 1387) by Sen. Barry Keene (D-Benicia) to protect employees from adverse effects of corporate takeovers or mergers by requiring new entities to respect existing labor contracts. A 6-2 vote sent the bill to the Assembly floor. Criminals: The Public Safety Committee approved a bill (SB 1408) by Sen. Gary K. Hart (D-Santa Barbara) to appropriate $3 million for a new program using DNA genetic coding to help track down ex-felons who repeat violent crimes. A 5-0 vote sent the bill to the Ways and Means Committee. Senate Floor Action: Lithuania: Passed and sent to the Assembly on a 37-0 vote a resolution (SJR 44) by President Pro Tem David A. Roberti (D-Los Angeles) expressing admiration for the people of the nations of Lithuania, Latvia and Estonia and declaring that the domination of these republics by the Soviet Union is illegal. Appointment: Voted 35 to 0 to confirm the gubernatorial appointment of former Republican Assemblyman Paul Bannai of Gardena as a member of the Fair Employment and Housing Commission. Committee Action: Campaign Contributions: The Elections Committee reversed itself and approved a bill (AB 1844) by Assemblyman John Vasconcellos (D-Santa Clara) to ask the voters to decide whether there should be campaign-expenditure limits and partial public financing of political campaigns. A 5-0 vote sent the bill to the Appropriations Committee. It failed by a 3-0 vote in the same committee last month. Initiative Contributors: The Elections Committee approved a bill (SB 1495) by Sen. Quentin L. Kopp (I-San Francisco) to require contributors of $10,000 or more to initiative qualification campaigns to be listed by name in the voters’ election handbook. A 6-2 vote sent the bill to the Appropriations Committee. Abandoned Cars: The Appropriations Committee approved a bill (AB 1441) by Assemblyman Steve Clute (D-Riverside) to allow county boards of supervisors to impose a $1 surcharge on vehicle registration fees to remove unsightly abandoned vehicles. An 8-0 vote sent the bill to the Senate floor. Auto Body Parts: The Insurance Committee approved a bill (AB 1120) by Assemblyman Rusty Areias (D-Los Banos) to require auto body shops to disclose the type of parts that will be used to repair damaged motor vehicles, to prevent customers from being gouged. A 5-2 vote sent the bill to the Appropriations Committee.
