Board members of the Los Angeles Community College District would be elected by area rather than at large under a bill sent to the governor’s desk on a 24-11 vote of the state Senate in Sacramento. The bill, aimed at getting more minorities onto the board, was authored by Assemblyman Richard Polanco (D-Los Angeles).
