A former Department of Housing and Urban Development accountant who earned $28,000 a year and built a luxury home was indicted by a federal grand jury in Denver on charges of embezzling more than $1 million from the agency. U.S. Atty. Michael Norton said the suspect, Douglas R. Turner, a former supervisory operating accountant in HUD’s regional office in Denver, stole money from a HUD program intended to subsidize low-income housing. Turner discovered a project that no longer was receiving HUD money and used a computer to transfer $1,006,130 to the project between Dec. 1, 1988, and May 22, 1989, according to the six-count indictment. Norton said the diverted money was placed in a bank in the name of Greenview Developers, a company Turner created.
