Barricades to Fall as Traffic Dispute Ends

The city of Diamond Bar has agreed to remove wooden barricades blocking entrance into the city from San Bernardino County, ending a bitter dispute over traffic.

On Monday, Diamond Bar and San Bernardino ratified an agreement reached last week, when city officials announced that they no longer oppose the extension of a six-lane road through the city. Earlier this year, the dispute escalated to the point where barricades were erected to stop the flow of traffic from San Bernardino County into Diamond Bar.

San Bernardino officials had filed suit in April, claiming that the six-foot fence and barricades on Grand Avenue illegally obstructed a public right-of-way.

The tentative out-of-court agreement that settles the case includes a $1.2 million payment to Diamond Bar to mitigate the impact of increased traffic congestion. San Bernardino County also agreed to connect Chino Hills Parkway to the Pomona Freeway to siphon off some of the traffic.

The barricades will not be removed until September 1990, when the Chino Hills Parkway improvements are expected to be completed.
