Dale Dowers has been named president of Costain Homes Inc., a Newport Beach-based home builder active throughout Riverside and San Bernardino counties. The company is a division of Costain Group PLC which has a worldwide operation in engineering and construction, mining, real estate property investment/management and housing.

Great Britain’s Barratt Developments PLC has appointed Mark Frazier chairman of Barratt American. Frazier will also serve on the main board of the Barratt Group. Based in Irvine, the firm has building projects in Orange, San Diego, Riverside and San Bernardino counties.

Bruce T. Lehman has joined Akins Development Co. as senior vice president and chief financial officer. Lehman will oversee the coordination and maintenance of all corporate information and direct the company’s day-to-day business. Headquartered in Newport Beach, Akins has residential building programs in Orange County and the Inland Empire.

Hopkins Development Co. in Newport Beach has a new chief financial officer: Sullivan Richardson. The company specializes in developing community shopping centers in urban in-fill and redevelopment agency areas throughout California.

Los Angeles-based Morley Construction Co. has promoted Louis J. Troise to vice president. He will direct project managers and engineers on company projects.

Robert E. Malinoski has been promoted to vice president, director of construction of Ahmanson Commercial Development Co., Los Angeles. Malinoski will be responsible for all construction activities, with emphasis on high-rise projects in downtown Los Angeles, Pasadena, Oakland and Chicago.

Rosanne Morgiewicz has been appointed vice president for Riley/Pearlman Co., a Los Angeles-based developer and manager of shopping centers in California and Washington. Morgiewicz will have overall responsibility for leasing the company’s properties.

The Koll Co.’s Los Angeles division has announced the addition of Charles Lindwall to its staff as vice president, regional asset manager in Los Angeles. Lindwall will oversee the firm’s expansion in the Los Angeles and Ventura county markets.

Greg N. Hoxworth has been named vice president of Lowe Enterprises, a Los Angeles-based national real estate investment, development and asset management organization. Hoxworth will be development general manager for 112 acres of downtown Los Angeles property.

Park/Abrams Development Co. has announced the addition of two new vice presidents: Mark Binder and Mike Landru. Both will be responsible for assigned projects. The Irvine-based firm specializes in retail development throughout the Southland.

The Sickels Group, headquartered in San Diego, has named Lee A. Gibbs vice president of retail development and Philip S. Gorgone vice president of residential development. Gibbs will direct the company’s statewide effort to identify and acquire existing shopping centers and land for new retail developments, while Gorgone will direct efforts toward developing new apartment communities.

Michael K. Ryan has been appointed vice president of forward planning for the Southern California division of Leisure Technology in Los Angeles. Ryan’s responsibilities include initial planning and acquisition of entitlements for property owned or being acquired by the division.

Los Angeles-based Maguire Thomas Partners has a new vice president of leasing: Peter K. Johnston. He will oversee all the company’s leasing activities in the greater Los Angeles area.

Elliott Corp. has elevated directors Larry Combs and Gary Monroe to vice presidents. Combs will be in charge of all construction operations and field staff, while Monroe will oversee the project management staff, as well as the estimating operations. The company is located in Newport Beach.

Martin A. Ensbury has become vice president of marketing for Westgroup Partners, a Los Angeles-based firm which renovates vintage office and hotel structures in downtown areas. Ensbury will be responsible for the marketing and leasing activities for One Bunker Hill.

San Diego-based R&L; Consulting Group has added a new sales and marketing division. Joyce Toby and David Waitley will direct the sales operations. Toby has been appointed vice president of new home sales, and Waitley will be director of sales and acting manager for the division’s on-site sales operations.

Jim Taylor has joined Karsten Realty Advisors in Los Angeles as vice president. He will be responsible for on-site project representation for the Getty Fine Arts Center.

Craig Lawson has been appointed a member of the Board of Commissioners of the Los Angeles Convention and Exhibition Center Authority, which oversees the financing and construction of the Convention Center expansion project. Lawson is the director of public affairs for C. W. Cook Co. Inc., a land planning, civil engineering and public affairs consulting firm in West Los Angeles.
