Gov. George Deukmejian has called for two special elections to replace former Sen. Larry Stirling (R-San Diego), who was appointed to a Municipal Court judgeship, and former Assemblyman Gary A. Condit (D-Ceres), who was elected to Congress. Both special primary elections will be held Dec. 5, with the general elections, if necessary, on Jan. 30. If one candidate receives more than 50% of the vote in the primary, the general election will be canceled. If no candidate receives more than 50%, the top Republican and Democratic vote-getters will face each other in a runoff. The governor appointed Stirling, a freshman senator who previously served eight years in the Assembly, to the judgeship late last month. Condit won a special election last month to replace former Rep. Tony Coelho (D-Merced), the majority whip, who resigned earlier this year amid charges of financial misconduct.
