National Basketball Assn. owners agreed to adopt a rule that would give the lottery teams with the poorest records a better chance to draft higher.

The new setup will give the team with the worst record of the 11 teams a one-in-six chance at the top pick, while the team with the best record chances will be one in 66.

The NBA Board of Governors also accepted a proposal for stricter enforcement of the zone defense rules. Another chance will forbid picks by offensive players when they are out of bounds.
