Safeguard Health Enterprises Inc., the Anaheim-based provider of fixed-fee dental care plans, reported that net income declined 18% for the third quarter, to $717,000 from $871,000 for the 1988 third quarter. Revenue dropped 11%, to $15.3 million from $17.1 million. Net income for the first nine months totaled $2.4 million, 4% lower than the $2.4 million posted a year earlier. Revenue declined 9%, to $46.5 million from $51 million.
