IN THE DOGHOUSE: Most of Orange County’s Sacramento legislators get poor marks from a San Francisco-based animal-rights group. . . . Of the 13 members, only Sens. Marian Bergeson and John Seymour and Assemblymen Cecil N. Green and Doris Allen escaped Paw-Pac’s “F” rating for their votes on animal-related bills. Assemblyman Curt Pringle dismissed Paw-Pac as liberal-leaning, saying: “They can come and talk to my cocker spaniel and see how I treat her.”
