The draw for the 1990 World Cup will be held today in Rome. Soccer’s world governing body said that South American teams would not play each other in the first round of the tournament but insisted that all other pairings would be strictly the luck of the draw.

Joseph Blatter, the secretary-general of FIFA, soccer’s world governing body, said the draw has been designed to keep Argentina, Brazil, Uruguay and Colombia from meeting in the first round, since the organization normally does not put teams from the same federation together in groups, except Europe.

Also, FIFA officials announced stiff sanctions against the Chilean team, players and officials--including a ban on participation in the 1994 World Cup.
