Under its annual reorganization, the five-member City Council has selected Councilman Robert Henning as mayor.

Henning, who was first elected to the council in 1983, will be serving his second term in the ceremonial post, replacing Councilwoman Evelyn Wells. Henning, 45, was mayor in 1986.

The mayor serves a one-year term. The duties include presiding at council meetings and making public appearances on behalf of the city of 51,000.

Councilman Paul Richards was chosen mayor pro-tem. Both Henning and Richards were chosen by unanimous votes.

In other action, council members approved an innovative program aimed at reducing car thefts in Lynwood. Residents who volunteer to participate will receive a decal to place inside their automobiles. The decal from the Sheriff’s Department identifies the vehicle as being possibly stolen if it is being driven between the hours of 1 and 5 a.m. Sheriff’s deputies will stop the vehicles to investigate during those hours.
