Councilman Braude Sues City to Halt Complex: City Councilman Marvin Braude, citing the potential for massive traffic jams if a major new office and retail complex is built just west of downtown, filed suit in Los Angeles Superior Court against his colleagues Wednesday to block the project. Judge David Yaffe refused his request to put a hold on building permits issued for the $600-million, 1.7-million-square-foot Watt City Center. (Filed Jan. 3, 1990 Case No. C748118)
