NCAA Rules Panel Unveils Changes : Basketball: Committee announces stiffer penalties on fouls, fighting and player misconduct.

Players will get three free throws when fouled on missed 3-point attempts next season and, in an attempt to eliminate intentional fouls, will get two free throws after their opponent’s 10th foul of each half.

In other rule changes announced today by the NCAA Rules Committee, players will be suspended for one game for fighting during a game and for the season after a second fight. The committee also said that taunting or baiting or using undesirable language will result in a technical foul.

“The stuff that has been going on is totally undesirable,” Rules Committee Chairman Ed Steitz said. “We just don’t think this should be a part of the college game.”

The committee said it would not change the distance of the 3-point line, now 19 feet, 9 inches. But it said it will allow conferences to experiment with the 20-foot, 6-inch international line in 1990-91.

“Why fool around with something that’s been extremely successful?” Steitz asked. “We never say never, but we have a great game. To me the game has never been better.”

Steitz said the committee will allow one other experimental rule next season, the “no-foul out” concept. It would keep players in the game after their fifth foul but give opponents three foul shots to make two on any subsequent fouls.

Steitz said he believes that several conferences will use the no-foul out concept, but did not think that any would move the 3-point line back. The Big East and Southeastern conferences used a six-foul rule this season, along with the Trans-American Conference.

“We had that as an experimental rule two years ago and we had no takers,” he said.

Other changes include:

- Eliminating one time out per team in televised games.

- Ejection of coaches or players assessed two technical fouls for unsportsmanlike conduct in any game. It takes three technicals under current rules.

- The 45-second shot clock will not be reset when a blocked shot goes out of bounds.

- The channels on the ball will be deepened and widened to allow better ball-handling.

- A player will be assessed a technical for grasping or hanging onto the rim unless it is to avoid an obvious injury to himself or another player.
