Authority OKd to Plan New Park

The San Diego City Council Monday approved creation of a Joint Powers Authority to oversee development of an 11-mile regional park in the Otay River Valley.

Councilman Bob Filner was appointed to the authority, which will develop a master plan for the park along with representatives from the County Board of Supervisors and the city of Chula Vista.

Filner, Chula Vista Mayor Greg Cox and Supervisor Brian Bilbray two years ago called for creation of a park stretching from San Diego Bay to Otay Lakes. Officials from all three governmental agencies have been meeting informally to formulate plans.

Much of the land that must be acquired for the park is owned by the H.G. Fenton Material Co. and the Baldwin Co., according to an aide to Filner. The park would stretch from San Diego through Chula Vista and several unincorporated areas.
